Minor Neglect in California Defined Under the code, California Penal Code section 270, minor neglect is committed when a parent of a minor minor willfully omits, without lawful excuse, to furnish necessary clothing, aliment, shelter or medical attendance, or other remedial attention for his or her minor. All the State needs to prove is that your acts were willful and without lawful excuse.
